Short answer
Stop repeated taps and take the card or phone to the staffed gate. PASMO lists interference from another IC card, unfinished payment from an earlier trip and card faults among possible causes of failure despite sufficient balance. The route must also support your card. Ask staff to identify the problem; adding money alone does not tell you whether the journey record is usable.
Do this now
- 1Step aside from the gate lane.
Practical advice: do not keep testing different gates while people queue behind you.
- 2Keep the same card or phone ready.
Show the one you used for this trip, together with any paper ticket or reservation.
- 3Tell staff whether you are entering or leaving.
Mention a previous incomplete exit, a different operator or a paper-ticket transfer if relevant.
- 4Follow the specific remedy staff gives you.
Ask which gate and ticket to use next before leaving the counter.
Card-reading problem
PASMO’s troubleshooting page identifies another IC card or radio-blocking material such as foil as possible interference. Separate the card from these items for inspection; do not interpret a beep as a diagnosis. A continuing failure needs staff help.
An earlier trip was not settled
PASMO says unfinished settlement from a previous use can prevent the card working. If you remember leaving without an exit tap, use the incomplete-trip guide rather than assuming the card needs another top-up.
The trip needs a different ticket
JR East’s Suica guidance distinguishes supported local travel from journeys crossing separate IC areas and Shinkansen travel. Tell staff your actual route rather than relying on the card working in a shop or on a previous train.
If that fails
Practical advice: ask how to settle this trip and buy a valid ticket for the next one while the card issue is resolved. Do not use another card to conceal an unfinished journey. If staff identifies insufficient balance, follow the fare-adjustment instructions instead.
