My Suica Recharge Failed with a Foreign Card — What Can I Do?

A physical card and a phone-based transit card have different top-up routes.

Short answer

Check whether the card is physical or in a phone wallet. JR East says physical Welcome Suica cannot be topped up by credit card, but accepts yen at compatible machines and Seven Bank ATMs. Apple Wallet offers eligible transit-card top-ups through a selected payment card; Android support depends on the device and listed payment methods. If a phone top-up fails, check the wallet and issuer guidance, then use an officially supported cash option.

Do this now

  1. 1
Check the exact transit card and device.

Physical Welcome Suica, Apple Wallet and Android Mobile Suica/PASMO have different payment routes.

  2. 2
For physical Welcome Suica, use yen cash.

JR East lists compatible ticket/fare-adjustment machines, Seven Bank ATMs and convenience stores.

  3. 3
For Apple Wallet, inspect the chosen payment card.

Follow Wallet's Add Money flow; if the balance did not update, use Apple's linked troubleshooting before attempting another charge.

  4. 4
For Android, check device and supported method.

Google lists Japan-specific top-up methods and cash at participating stores; Mobile PASMO lists cash options too.

Physical Suica or PASMO

JR East explicitly says a credit card cannot top up physical Welcome Suica. Its page shows cash charging at supported station machines, Seven Bank ATMs and convenience stores. For another physical card, follow that card issuer's and operator's displayed charging instructions rather than assuming Welcome Suica rules are universal.

Mobile Suica or PASMO

Apple's Wallet instructions select a payment card for eligible transit-card top-ups and direct failed top-ups to further support. Google Wallet distinguishes its Japan e-money methods and lists supported cards; availability is device- and service-specific. Mobile PASMO lists cash charging at compatible machines and stores. A foreign-issued card is not guaranteed to work in either wallet.

If that fails

Ask station staff where this exact card or phone can be charged with cash. If the app shows a charge but no balance change, check the wallet or transit-card provider's transaction support before paying again. A gate rejection despite a sufficient balance is a different problem.
