My Card Was Blocked for Fraud While I’m in Japan — What Should I Do?

A security alert calls for the issuer's own instructions, especially if a transaction is unfamiliar.

Short answer

Use your issuer's app or the number on your card to verify the alert. The issuer is best placed to say why a transaction was declined and whether your card is restricted. Do not follow a link in an unexpected message or keep retrying the same purchase. Confirm the alert through an official channel, report any transaction you do not recognize, and use a separate supported payment method while the issuer reviews it.

Do this now

  1. 1
Open the official banking app or call the issuer.

Use a saved app, the number on the card, or the issuer's official website—not an unexpected message link.

  2. 2
Check the specific alert and transaction.

Tell the issuer whether you recognize it; report unfamiliar activity promptly.

  3. 3
Ask what the card can currently do.

Confirm whether in-person payments, online purchases and ATM withdrawals are affected.

  4. 4
    Arrange a backup.

Use another card or an accepted cash method while the issuer investigates. Do not assume an immediate unblock.

Issuer block or one merchant decline?

Visa says the card issuer is best equipped to identify a specific decline reason. A single rejected terminal or merchant checkout does not by itself prove the card is blocked. A direct issuer alert or the issuer's confirmation is stronger evidence.

Visa's purchase alerts can flag declines or suspicious activity where the issuer makes that feature available. Alert delivery and the issuer's response vary by card.

What not to do

Do not share a PIN, one-time code or full card number with a caller who contacted you unexpectedly. Do not repeatedly submit the same transaction while a security review is unresolved.

If that fails

Ask the issuer about emergency card or cash options available for your particular account. For a time-sensitive purchase, ask the merchant what other payment methods it actually accepts. A blocked ATM withdrawal needs separate ATM troubleshooting.

FAQ

Can Visa or the merchant tell me exactly why my card was blocked?

Visa directs cardholders to the issuer for the specific decline reason. The merchant may only know that its transaction was not approved.
